Whats the best way to start a boffer club?

1. will I need a staff sponsor right away?
2. What paperwork/Info should I have for my activity board ahead of time and should it be more than 3 people attempting to start the club?
3. whats a good number/goal of loaner weapons to start with?

I'd start with just some friends and try just practice someplace open, then call in passersby who watch
